What does "static dissipative" mean? What does conductive mean?

Carey Bienert -

Some processes, especially textile processes, create static electricity due to materials rubbing together that create a static charge. PTFE coated materials are good insulators so the static charge can build up to a level that can interfere with function. A static dissipative coating uses an additive, usually carbon, to allow the static electricity to flow along the surface and dissipate. The PTFE coated fabrics industry use the terms STATIC DISSIPATIVE and CONDUCTIVE interchangeably.
